You can use whatever you like as max value. Typically this should reflect how much memory you'd be willing to part with. And in a development system, you rarely go for the max as you're typically the only user on it.

The memory settings do reflect your very specific use of the portal. There is no other upper limit than the hardware that you're running on and what the JVM can claim.
