Deploy portlet on tomcat without Liferay

Hello, is possibile to deploy only a portlet (for liferay 7) on tomcat? I need to have hot deploy developing and I don't want to create war every time I need to see a resource modified.

Tomcat is not a portlet container, it is just an application container. An app container cannot host portlets, only a portal container (such as Liferay) can host portlets.
