LR7 GA3: Add entire organization as site member of other organization site

Hello,
It seems as if the assing-users-to-site for an organization site is not working as i would expect.
Here's what i've done:
* I created a new organization A over the control panel and also created a site for this organization on-the-fly.
* I can see that the users of organization A are listed as seperate users when looking at the site memberships (Site Administration -> Memberships -> site Memberships). To clarify, on the Site Memberships "users" tab I can now see all users of organization A and on the organization tab itself can see organization A as a member.
* However, when I try to assign a totally different and non-hierachical organization B as a site member of this organization site, the organization shows up under the organizations tab, but the users of orgranisation B are not listed under the Site Membership- > users tab.
And is indeed the case that users of org B CANNOT access the ogranization A Site. When navigating to the URL of the site the user gets "resource not found"
If i try the same scenario with a new normal (non-organization) site, everything works and when I add organization B as a member of the site, the users are also visible under the Site Mebership -> User tab. Needless to say the users of org B can now indeed loging to this non-organization site.
Is this normal behaviour for an organization site to not allow any memberships from unrelated organizations? If so, why can I even select these organizations in the add-dialog? Andif so, would it work if I made organization B a child of organization A?
Also no error is thrown whatsoever.
Hope anyone can help or explain whats going on... Is this a bug or expected behaviour?
