There's no special purpose telephone directory OOTB. However, if you click on a user's name in the My Sites Directory, Site Members Directory or Portal Directory portlet, you will see the user's phone number (assuming the user has entered their phone number). If you need something more specialized, you'll need to either customize or write your own portlet.
