Customized top-level portal page

I would like to deploy LifeRay such that the top-level page is structured like this:

A typical user would be allowed to freely manipulate the center-right area of the page, such as to add [non-admin] portlets, close the existing ones, minimize/maximize them etc., but unable to change anything on the center-left, top or bottom areas (except from typing into whatever text boxes and clicking onto whatever buttons or links are included, of course). The top area would contain, for instance, a logo, a bread-crumbs portlet and a search box, the center-left - a Navigation Portlet, a sign-in portlet etc., while the bottom would contain a copyright notice, "about us" etc.
Any ideas how I could do this? One thing that crossed my mind is to "block" the portlets in those columns, but I couldn't possibly get that to work. I cannot make a portlet on a [guest] page to have no configuration button if I still want the user to have rights to update/add to the page. Dunno if that's a feature or a bug.

You can modify the theme to add a portlet there. There is a liferay tag that allows to add portlets.
There were a couple of topics on the forum not long ago regrading how to do this. Another thing to try was creating custom layout with fixed portlet in it.

Could you please point me to those previous posts? I've looked through all 22 posts and couldn't find anything of the like. Anything - date, keywords, author would do. Thanks!
