On which condition?

The answer is "Definitely yes", but as you probably then will next ask "How?": The answer to that follow up question will be "It depends". Please provide more details on the underlying requirement.

Consider System A belongs to Supervisor/Inspector and System B belongs to end user now if any request raised by the end user, Supervisor should get the notification even if his browser is not open(at the desktop level).
Moreover, roles of the users I am getting from AD.

Well, that doesn't bring us further: What's a "System"? (as that's not Liferay's vocabulary) What does "belong" mean? What's a "request"? And as "Notification" is Liferay vocabulary, I wonder if you mean what Liferay understands as "Notification" or the generic concept. What counts as notification? An email? If it's only in browser, there's no way that the server could launch a browser on a client machine.

Thank you very much for your quick response.

Here SYSTEM means end client computer, REQUEST means if the end user perform any action which needs approval from the supervisor eg. raising a ticket/requesting for new device like that.

By Notification I mean to ask, let's take an example of anti virus which pop up notification on your desktop/laptop whenever it finds something or if any update is required.

So if I explain a scenario again, consider yourself as a manager and B as a associate.
B raise a request when you're out for coffee, when you come back to your machine and login to your Window/MAC, you should get a notification or pop-up (like your anti-virus or outlook) saying that B needs approval to access printer.
Note: You haven't open your browser yet.
