Set expiration date at site/instance level for media and content

We have many files uploaded on Liferay DXP 7.4 in Media and content section by hundreds of users. Liferay provides an OOB feature for the end user to set the expiry of the file that he/she is uploading. If it is not set by the user, I think by default it is set to 1 year.

The way we want to use file expiry, we do not want to give this control to the user. The admin should set the expiry time duration for the files uploaded. All files created by a normal user should inherit this expiry date. The end user should not be able to override the expiry date of the file.

This is an enhancement request. The way it works today should be also retained and the admin should be able to select which method should be used. (whether set by admin with no user override OR admin does not control it, any authoring use can decide expiry date of the file he / she uploads)
