I can see the page you're referring to - most likely your account is not linked to an organization.

If you're a customer, someone in your organization should be able to hand out developer keys for you. If you're evaluating, you have gotten one with the trial download. Alternatively contact your Sales Rep or Account Manager (or open a ticket - but that would also require you to be linked to a customer's account)

Also, to add to my previous entry.  I have a Liferay Passport which cost my college $1500.   I am trying to complete "Build Your First Front-End Project DXP 7.3" with the Activation Key downloaded from the module.  The Activiation Key doesn't work.  So this one hour training has turned in to hours of trying to get this project to work.   Looking all over the internet for an activation key that works has been exceptionally frustrating and doesn't build any trust in Liferay.  

Please try it for yourself to see that it doesn't work with the Activation Key provided.
