Instead of be located in system administration like LIferay 7.1, now is located where you have mentioned.<br />About, the antivirus, i've found that Liferay have two properties to enable and configure the implementation of the antivirus.<ul style="list-style: disc outside;"><li>dl.store.antivirus.enabled (to activate/desactivate the antivirus analisys, by default false)</li><li>dl.store.antivirus.impl (to select which class implementes this analisys, by default dummy implementation).
