<p>How did you delete the root folder?</p>
<ul>
<li>Using Liferay interface (I think this is not possible)</li>
<li>Calling a API?</li>
<li>Deleting something from database?</li></ul>
<p>In fact, root folder doesn't exists in "DLFolder" table
(Liferay uses folderId=0 identifier) so perhaps you deleted any other
related thing.</p>

<p>Can you give more information about your deletion operation? (perhaps
go to a site that is working fine and explain which buttons or links
did you use)</p>
