When is an iframe portlet not inside a page? Where is it?

I want to use the iFrame portlet to seperate the portlets inside the project, because each portlet need one javascrip scope.

I'm confused by this statement also. iFrame is a portlet. Are you trying to put another portlet inside iFrame portlet?

there is a error message: "You do not have the roles required to access this portlet. " inside the iFrame portlet;

This just means you haven't provided credentials to retrieve a page in the source URL.
