Still on the latest fixpack? (which one are you running?) Have you opened a ticket with support to discuss this?
If you want to discuss this in public, on volunteer's support: Please give steps to reproduce. As it is described above, it'll take a lot of efforts, guesses and assumptions to reproduce.

The service is deploy and started, the export service works fine, but the import returns that message
"The portlet can not be imported: com.thoughtworks.xstream.mapper.CannotResolveClassException: testservice.model.impl.MemoImpl"

Indicates the service bundle providing the Memo service, your testservice module, has not been deployed/started.
