With the move to asking for Feature Requests via Ask, it would be
benefitial to have a blurb of text at the top of the list and/or at
the top of the post with instructions...

For example, I always tell clients/community that when posting a
feature request, they should include business justification (i.e. it
will save them time, it will save them money, it will save them from
having to implement/maintain a customization, ...). I do this because
the feature requests will be reviewed, possibly picked up,
prioritized, etc. and including business justification can influence
the decision making process.

For Bug Reports, I always advise trying to include all relevant
context, steps to reproduce, etc. because that makes it easier for the
bug report to be evaluated and determined if it is really a bug or not.

So this feature request is basically to ask for the ability to
include some kind of "best practice" text bubble, likely at
the top of the post, to include these kinds of reminders. Since the
"Topic" can be changed between the different types, the
"best practice" text bubble should change to match that of
the selected target.

The business justification for this feature request is that it should
lead to more complete initial postings and reduce the amount of
"back and forth" that may be necessary to get relevant
information from the reporter. This will save Liferay's review team
time when processing requests and should improve the submitter's
experience as they won't feel pestered because Liferay wants certain
information that they didn't know they should provide.
