<p>The setup-wizard writes the file (typically in ${liferay.home} - after the first start.</p> <p>That is if it has write permissions on that directory.</p> <p>You can also provide it yourself (or just a portal-ext.properties) and set/override any property you like from <a href="https://docs.liferay.com/portal/7.4-latest/propertiesdoc/portal.properties.html">portal.properties</a>.</p>
