&lt;p&gt;I came across this one a few weeks back and found that there is a
  setting that you need to turn on to allow the propagation to happen
  automatically. Can you check to make sure that in &lt;strong&gt;Control
    Panel &amp;gt; System Settings &amp;gt; Content and Data (section) &amp;gt; Page
  Fragments &lt;/strong&gt;that the correct Propagate setting is enabled? I've
  actually taken to exporting this setting and including it in my
  workspace configs folder because I have been bitten by this one more
  than once now. Do note though that some changes can't propagate. For
  example, I have found that changes that I make to the JS files still
  require me to remove the fragment and add it back. Not sure if there
  is a way around that but if someone knows I'd love for them to share.&lt;/p&gt;

    <summary type="html">&lt;p&gt;It worked in general in the CE editions, we tested it there. But the
  propagation frequently broke our pages or to be more precise, the edit
  mode threw errors after the propagation.&lt;/p&gt;
&lt;p&gt;So we disabled it again and have not used the automatic propagation
  till then. I would have to ask the guys who do it frequently, but I
  think, they check on the test system, propagate there manually and
  only then do it on the production system, again manually.&lt;/p&gt;</summary>

  Toolkit&lt;/a&gt; and more specifically the &amp;quot;propagation feature&amp;quot;
  of fragments (manual and automatic).&lt;/p&gt;
&lt;p&gt;It seems that when using fragments toolkit the manual or automatic
  propagation doesn't work (or it's not triggered).&lt;/p&gt;
&lt;p&gt;I've tried with the &amp;quot;import&amp;quot; command as well as the
  &amp;quot;compress&amp;quot; command and the manual copy of the zip to the
  deploy folder.&lt;/p&gt;
&lt;p&gt;Fragment changed are correctly imported (I see the changed fragment
  from the &amp;quot;Page Fragments&amp;quot; section) but changes are not
  propagated to the pages that are using that fragment.&lt;/p&gt;
&lt;p&gt;I'm using Liferay DXP 7.3.10-ga1&lt;/p&gt;
&lt;p&gt;Maybe the propagation feature is not yet supported by the toolkit?&lt;/p&gt;
