I assume it's
not something that can be solved merely by having multiple ship-to
addresses on the top-level organization so they can ship purchases to
different subsidiaries. </p>

managing Sales but not for managing Purchasing. Specifically, if we
have a multilevel organization, where the top level does all the
purchasing and supplies all its subsidiaries and they supply their
subsidiaries, who will do teh actuall selling, seems to me shouyd be
easily doable in commerce where ther is connecetivty and transparency
