I solved my problem differently, by adding configuration entries, provided as components, to a Blacklist. Once there are no items to show, that portlet doesn't show that kebab menu any more (nor highlight the component on hover).

My goal is to transform the kebab menu into standard buttons and disable that menu together with that blue frame. I suppose showing blue stuff is driven by portlet configuration permissions. So I plan to disable them after my customization is ready.<br /><img src="/documents/portlet_file_entry/14/image--tempRandomSuffix--KQnOxGTa.png/7e7448dc-55d4-68cc-409e-158e20735e5b" /><br />However, I can&#39;t find Notifications portlet in Control Panel &gt; Users &gt; Roles &gt; Power User &gt; Define Permissions &gt; Site Permissions &gt; Applications<br />However, Power User has Notifications: Add to Page permission. Once it is removed, I can&#39;t add it back.<br />Is there other place where permissions can be set?
