Alternatively, see if you can reproduce this behavior on 7.0.6 GA7, which came out a full year after GA4 and is the last available in the 7.0.x CE series.</summary>

  When someone adds or updates a new web content, subscribed user should
  get a notification.&lt;/p&gt;
&lt;p&gt;Sometimes it happens that a user gets too many notification for one
  web content. In our case someone updated a web content and the users
  got about 600 e-mails, all pointing to the same web content.&lt;/p&gt;
