&lt;p&gt;That behavior (exporting only last version) is the correct behavior.&lt;/p&gt;
&lt;p&gt;As far as I know, this behavior is not configurable.&lt;/p&gt;
&lt;p&gt; &lt;/p&gt;
&lt;p&gt;Perhaps you can modify current logic implementing a custom FileEntry
  data handler, that behavior was added here:&lt;/p&gt;

&lt;p&gt;I have exported the document library within a site as a lar file.
  When I try to import the same in a different site, I am seeing that
  only the latest version of a document is available and not all the versions.&lt;/p&gt;
&lt;p&gt;Please let me know if it works like this only[latest version is only
  exported] or are there any setting/configurations that should be made
  to export all the version of a particular document.&lt;/p&gt;
&lt;p&gt;My requirement is that I need to move all the documents from one site
  to different site with all the versions.&lt;/p&gt;
&lt;p&gt;have also tried the Export/Import option under Publishing section of
  a site.&lt;/p&gt;
