No. The portlet in the control panel is meant for
administrators who would have and need full access.

There is a separate, instanceable portlet for D&M that you
can define a custom root on, so you could give the users that
shouldn't start from root this portlet for their D&M needs.

Ya Agree , it will work for instanceable portlet for D&M , for
displaying a file in particular root folder we can configure..

but

Have created a Structure consists of Document and Media, if
select document and media it will open default Root folder to
  select a file.

If user or content editor select document and Media need to open
specific root folder.. is there any configuration to it. any alternative.

When we navigate to content and document and Media it will
default open a Home Folder.. Instead can we set any other
        folder as default folder..

As David mentioned, that option is only available in the regular
version of the portlet that you add to pages. The control panel
  version doesn't have that feature.

For the control panel version of the portlet, Liferay just wants the
request parameter set. If your user base is restricted to a small set
of users, it should be possible to create a client-side customization
  via a Userscript that
changes the default control panel link to include the folderId for the
folder you want to be the default and ask all of the users to install
it. Then, the link click would take them where you want them to be.

Otherwise, for the one that appears in the control panel, the only
way to change it would be through server-side customization.
