<p>PDFs created from scanned documents are also images. If you want to make images searchable, you'll need to add OCR capabilities to the search indexer. You can try searching Google for <a href="https://www.google.com/search?q=OCR+java+library">OCR Java library</a>.</p>

<p>tiff files are images, so they can't be searched.  Well, google can search images, but look at all of the tech they incorporate to manage that...</p>
