We have installed DXP 7.1 with FP 28

After the installation we have observed that when a web content is added in a display web content portlet in a page, the vertical ellipsis which used to appear previously as web content options is no longer present.

Any idea on what could be causing this. Recently have upgraded from FP 18 to 28.
