After createing a new Master Page and setting it as Default, we
should be able to set the permissions of the "Default"
Master Page so we can restrict it from being used. Otherwise any
Editor can still use it and circumvent restrictions we're trying to
place by limiting the list of Fragments and the Layout of the page itself
