Hi Sahaya,
You cannot create public and private page set for a site template in
the same time. The site template has one page set that you can set for
a site's private and public page sets; for either or for both.
So the separation is not within a site template but at making a
site's private or public page set inherit from a site template. If you
want to have site template level private and public page sets, you
need to create two separate site templates, one for the private and
one for the public page set.
