Does editing fragments prevent a publication from being published?

Hello,

 

Not sure if this is a bug or is intentional. While working with Publications , I found that for as long as I don't make changes to the fragments, templates or stylebooks I can publish or schedule the publicaiton I am working on.

Conflicting Changes

This publication contains unapproved changes that must be approved before publishing.

However, when I do make changes to fragments, I am not longer able to publish the publication as I keep gettiing the following message, even though the fragment is approved.

 

Looks like fragments need to be included in the workflow, but they are part of Assets in Configuration > Workflow List.

Currently using Liferay  7.4.13 Update 49
