Unable to select a category of web content in Liferay portal

Can you please help me with the following problem:

We are using the Liferay Community Edition Portal 7.0.4 GA5 (Wilberforce / Build 7004 / October 23, 2017).

We have added Test Basic Web Content under Content ► Web Content.

We have added a Test Vocabulary under Content ► Categories.

We have added a Test category under Content ► Categories ► Test.

But when editing a web content under Content ►Web Content ► Test, although under the section Metadata there is Test Vocabulary visible, after clicking on Select, no categories are displayed in Test vocabulary available to be selected. As if Test Vocabulary is empty, although it is not.

We did changed the configuration of the Test Vocabulary and set Asset Type to All Asset Types so that it is selectable in any kind of Web Content.

 

But this does not help, Vocabulary is visible, but categoris in it are not.

Are we doing something wrong or is this Liferay problem?

 

This is a production bug for us, because our code is configured to display only web content marked with specific category, and since we can not select a category, we can not add any new content to be displayed to users. This is a portal with several 100 000 of total users, so it is important for us to fix this problem. We would appreciate your help.

On test environments the same procedure works without problem, but on production environment, it does not, and we can not find what is different. Both production and test environments use 7004 build of Liferay. I can tell you that adding categories worked in the past, since we already have content (although with missing category information) which was used before and had category selected, We did not have need to add new content through this way for a couple of years, and unfortunatrely, anyone who was on this project a couple of years ago and had any knowledge of how it was done before has quit this job (Liferay is not really popular among developers these days, you know), and our development team is unable to find any solution to this problem, so I am asking here.

As far as I know, according to Liferay documentation, steps which I mentioned above are all what is required to create a web content of some category. But it does not work.

 

Does anyone here know what the problem may be? Did we miss some step?
