Liferay version 7.2 GA1

I want to add a custom role to the list of roles allowed to add ‘web content’ and ‘web content display’ portlet to pages they manage.  I see the ‘Power User’ role in the ‘Add to Page’ list under Control Panel > Configuration > Components > Web Content and Web Content Display.
