Imported Knowledge Base Documents Not Available on Public Pages

After trying many times to import Knowledge Base archive as described in the docs, the pages import correctly but are only visible when  a user is logged in. In other words the Knowledge Base docs are not visible when not signed in or when browsing the site  as the Guest user.

There seems to be a Permissions problem, I have looked into the Knowledge Base folder and the Portlet permissions and they both show that Guest user can view the content. The strange thing is when I add a new article to the folder the portlet renders for Guest user but only the added page is visible.

Is there anywhere else where we need to set Permission for the Imported (zip) archive?
