Is there any notion of permissions or access control for fragments along the lines of what is available for portlets/widgets?
Or is the only level of access control provided at the containing page level?

This is a great question and one that I have too. In general I can't see that fragments are yet feature complete enough to be used. I have considered encouraging our users to continue to avoid widgets in content pages until the features are completed and taken to parity with widget pages.
