Hello!
I have a rather simple question. I have to set the property 
resource.actions.configs=resource-actions/default.xml
in a 
portlet.properties
file. The thing is that my module is not a portlet but a service. Do I have to create an empty portlet just to configure that portlet property or is Liferay capable of reading a 
portlet.properties
file even if that module is not a portlet?

No, you can add the portlet.properties in to your -service module.
