There can be number reasons for Liferay SDK not getting installed, please check the below pre requisite to install Liferay in Local machine

1. JDK 8+
2. MySQL 5.6+ or embedded HSQL
3. Check Java Class Path
4. Check your network and Proxy settings and firewall
5. Installer downloads dependency during the installation process
6. If you don't want Installer, download the Liferay 7 CE server and Liferay Developer Studio from the below Link

If you are getting any specific error message, please share the logs

I downloaded and installed on the latest 3.8 and can't reproduce.
LiferayProjectSDK download link:
https://sourceforge.net/projects/lportal/files/Liferay%20IDE/3.8.0/
No network or normal network will not affect LiferayProjectSDK installation, java version jdk8
