Which Liferay Portal version you are on? Which Java version you run it with?

This sounds like the wrong version of Java is running or you use JRE instead if JDK.

Also: You've installed Liferay under C:/Program Files. I'm not using Windows, but I've heard that (at least some versions of) Windows will prohibit runtime changes to files in that directory. You might want to move it out of that directory in order to be able to run with a nonprivileged user, if this limitation is still active.
Liferay and tomcat have quite a lot of work- or storage directories there, unless you specifically configure them to be elsewhere.

Didn't work Ms.Olaf, I moved it out of the directory, even C: / Program Files from the other directory as follows: A: \ LR \ LR7 \ liferay-workspace folder I tried to create but did not.Renewed the same error. In the attachment of the error file, I did not understand exactly what the error is giving.

May I recommend that you start from scratch? While your current installation might be fixed, it would require us to understand, what went wrong. And that's a bit of a guessing game without looking at your whole setup.

Take the Liferay zip file and unpack it to some location.
Create a new mysql or mariadb database (note: Your version is sufficiently high? I think, you need at least MariaDB 10.2 or so and we usually had older versions installed)
Start Liferay, enter the new connection string.
Does that work?

The process I described is independent of the OS. I use Linux and have about a dozen Liferay instances on my computer. And my colleagues use Windows and Macs.
If you want to get Liferay running on a system, do it in steps. If you try to do all at once, the chance to make an error is far higher. Repairing a broken instance can be tedious, if you don't know what could be wrong. It is often better to start from scratch and try to incrementally get there.

Problem solved, thank you very much to everyone who tried to help. The problem was that Tomcat was automatically magnifying the windows according to the Turkish keyboard I used when I was running the code, so I wrote the following code to argumants.

-Duser.language = en -Duser.region = US "

Seamless liferays

You don't run liferay, liferay runs you into a rabbit hole.
