Override top_messages.jsp

Hi.
I want to modify the file top_messages.jsp, but I don't know if it is possible.I've found the file here: https://github.com/liferay/liferay-portal/blob/d7c26db42d63a95f532b4b24141da83489082b94/portal-web/docroot/html/common/themes/top_messages.jsp
This is the file that, for instance, shows the message when the server is going to stop in some minutes.I've tried to create a Fragment but I can't find the right Host Osgi Bundle. Could anyone help me?
