Unable to change instance languages

Hi guys,
I have two copies of CE 7.2.1 running side by side. No additional modules installed. Only some content.
When I try to change the instance settings / localization, one works well, the other fails with "Your request failed to complete" but no error on log.
Any ideas on how to debug this further?

The workaround was to export the site as LAR, recreate the DB and import the LAR. Hope it's just a glitch...
