RE: Portlet not installing because it was previously installed then uninsta
I'm going through the tutorial app and I have reached this step:

I was having issues with the bundle appearing in the widget menu so I thought I would uninstall it and re-install it to see if that resolved my issue. However, now when I try to install the bundle I get an exception with the message 'The bundle has been uninstalled '.
This isn't entirely helpful as I know I uninstalled the bundle, I am wishing to install it again and I can't. Does anyone know why?

EDIT: upon starting the Liferay server I get the following exception:
2019-11-04 11:29:42.775 WARN [ModuleFramework-Static-Bundles-3][LogService:99] A bundle with the same symbolic name (guestbook.web) and version (1.0.0) is already installed. Updating this bundle instead.

It looks like your module is block listed you can go though below link to verify it and you can unblock it
