Unable to add form in Liferay 7.2 CE GA 1

I receive 403 Forbidden errors in Internet Explorer console when attempting to add a new form from Content and Data > Forms. The stdout log generates the statement below when attempting to add a new form. Based on the release notes below, this may be a known bug in Liferay 7.2. If so, does anyone have a fix or work-around to add a new form? Only the language is displayed. Thank you.
