If we set the language of Liferay to Persian
When you click on the Portlet settings, the popup window opens
And remains in loading mode.

And in the browser console, we see the following error:

When set theme.css.fast.load to true in portal-developer.properties file , this issue was resolved but why?
i think this is a bug and you must report this issue in jira.
