Steps for creating user-group using control panel
1. After login as admin, click on Admin option from control panel.
2. Select the last option control panel.
3. From the users column select users group.
4. Click on Add and add new user group and save.
5. After creating user group you can select action button there and assign members, permissions as required.
User Group is always assosciated with a site.

User Group is always assosciated with a site.
Wrong. You can create user groups independent of sites. A user group is just what it says, a group of users. It has nothing to do with sites, orgs, etc., it is just a group of users.
