Somewhere in the configuration there's a setting of URLs that are
allowed without accepting T&C, and the language selector might not
be among them.
You'd have to find the configuration location yourself though: I
believe I've once seen it in portal.properties, but it might have
moved. As you're not stating which version you're working on, I'll
leave it at that.
