i actually wanted to add content set through programmatically.I don't find any article regarding this on internet.

Please let me know if someone who have knowledge regarding this.

is there any localserviceutil for contentsets?

Unfortunately they have a different name in the API, so that makes them hard to find. Look for InfoListProvider
