Hello All,
We are using local staging and live functionality of Liferay 7 with page versioning.
On "publish to live" , pages and all the web contents are getting published to live.

We are expecting only the web content on the page which published should move to live.
example.
We have page1 and page2
Page1 has --> web content 1
Page2 has --> web content 2.
On publishing the page1, only the page 1 and web content1 should be published to live.

Currently in "publish to live" there is an option to select pages and type of contents(Web content, Document library) but there is no option to select the specific items in the particular content.

Please let us know how to publish only the content on that particular page.

Switch to Advanced Publication window, select the page you want to publish, but uncheck all contents to avoid publishing any content.
All contents included inside the selected pages in a Web content display or in an asset publisher (manual configuration) will be also published.

More information see link: https://dev.liferay.com/es/discover/portal/-/knowledge_base/7-0/staging-content-for-publication

You cannot manually select only one webcontent and publish it to Live. That functionality will be include in future Liferay 7.1 that will be released this summer.
