Could you please give some more details of your problem?
Which version of the Liferay do you use? What did you do exactly with the new email? A step by step would also help to understand the problem better.

I also have this issue. I now have three logins for the dev community. The two others I requested a password reset and never received an email. Checked spam, double checked the spelling...nothing. Is there an issue with LR sending out emails? The account I am using is new even though the two other accounts are probably 10 years old....

This should be reproduced, debugged and analyzed. It's hard to say anything without that.

The problem is not in an on-premise or cloud application. We are talking about the Liferay portal itself. Here: https://login.liferay.com/

Please send an email to it-support <at> "liferay.atlassian.net" (turn that into an email address) and the team will help you recover the account.
Most likely it has been deactivated after a long time of not using it.
