Which version of Liferay do you use?
I am also not sure what you want to achieve.
Do you want to hide sites from users?
Do you want to hide the control panel users?
Could you explain what you want to see? Who should see it? And what you have tried to achieve that?

I am using liferay 7.2 GA 4
i have created a role called mini-admin
in that role only view control panel is enabled
when i logged in with the user who has the role of mini-admin.it is showing control panel menu  with sites enabled even though i dont enabled any sites option for that role.

Are you using 7.1 GA4 or 7.2 GA2?
Please note that the "View in Control Panel" permission can be given for each control panel entry. Did you give the user the general permission or the site permission? (It works for me as expeted with 7.2 GA2 and adding the general permission)

sorry i am using liferay 7.2 GA 1
Nah,i am asking about why the sites are enabled when only the view control panel is enabled.

Steps to reproduce  :

* create a role
* set only access to control panel in general permission
* assign the user and log in with that user and you will still able to see the sites under the control
