Do you have enough space on that device?
Do you install the commandline tools?

I am working on banking project in office(Window 10 based) .There is lot of security issues, proxy issues. And also I am installing in my personal machine(Ubuntu 18.04 based) at my home.
My question is :
How to install liferay on ubuntu ----Done (I have installed)
How to install eclipse in ubuntu ----Pending (I tried but done) I have already shared my issue, what I am getting at the installation time.
How to create theme , ----Don't know (How to deploy, how to buid with gradle)

Ok, in the office it is probably a pain, with proxy and everything.
But it shouldn't be an issue at home with Ubuntu. I am using Ubuntu myself and I had no problem at all installing the IDE.
So, the goal is to
a) Install Liferay IDE (eclipse)
b) Install blade (Mostly a commandline helper. Not strictly necessary)
The only idea I have is that you either chose a path with permission problems or some other settings caused problems. So, maybe you could answer these questions:
How do you start the installer?
Which user? (OK, your own, I guess "babloo" from the screenshot.
What is your installation directory? (Note: I used a folder in my home directory here)
Who owns that directory? (babloo?)
Do you have enough space on that device?
Do you install the commandline tools?
I think, it asks you about creating a workspace. You can skip that, if it asks.

That message indicates that you are running the installation as root, not under your own user account.
I am using my account. Not other.
