This isn't exactly a problem with Liferay, it's a problem with your Facebook app. A simple google search came up with this result:

 

When you create new app on Facebook, it is, by default only visible to you. Which means that your users won't be able to use it for social login and will see the following error message :

App Not Setup: This app is still in development mode, and you don't have access to it. Switch to a registered test user or ask an app admin for permissions.

Hi, 

 

You need to make sure that the site URL matches with the app domain in facebook app settings.

Also with the recent facebook changes, It will allow only HTTPS.
