Is liferay CE edition is fully open source.
Can we use it to develop our web application and host is as well ?
Can we use hooks and other poertlet and hosting them for commercial use ?

Please find my reply below:
(1) CE edition of Liferay is available under LGPL license. It is an open source product.
(2) You can use CE edition to develop web applications and host them. But being a community edition, you will not get official support from Liferay.
(3) It would be better if you check this with Liferay. As per my belief, as long as you comply with LGPL license, you should be ok to do so.

Yes Ram,
LR CE is community edition and comes up with LGPL or MIT licence.
So you can use and host this web application.
Also you can use any hooks and OOB portlets (which has MIT licence) as well.
But if you want any support(like any patches for bugs) from liferay then better you choose LR EE .
